makefiles/suit: allow to overwrite SUIT_VENDOR_DOMAIN

I think the intention was that SUIT_VENDOR_DOMAIN gets set to
$(SUIT_VENDOR) so it can be overwritten by the build system.

However, no such code was in place yet.
