sys/event: manage event thread size via build system
This adds a mechanism for modules to declare requirements on the thread
stack size in their `Makefile.dep` and let the build system then
override the default stack size, if any requirements are declared.

The motivation is to allow multiple modules to have special requirements
without causing conflicts, as just adding the following to their
`Makefile.include` would do:

```Makefile
CFLAGS += -DEVENT_THREAD_MEDIUM_STACKSIZE=<MAGIC_NUMBER>
```

Instead, the new mechanism would work by having them both declare in
their `Makefile.dep`:

```Makefile
EVENT_THREAD_MEDIUM_STACKSIZE_MIN +=
```

The build system then picks the maximum number in
`EVENT_THREAD_MEDIUM_STACKSIZE_MIN` and exposes this as stack size, if
any module did declare a minimum requirement.

pkg/mpaland-printf: fix overriding printf with printf_float
This makes sure that newlib's printf is correctly overridden by:

1. Adding wrappers for some more obscure printf() variants
2. Forcing a compilation failure when newlib's stdio is still linked in
   while mpaland-printf is used
3. Not adding `-u _printf_float` to the linker flags when mpaland-printf
   is used.

0c2cfe99e6 native64: Add Linux/x86_64 board
Adds a separate board for native64 instead of the `NATIVE_64BIT` workaround.
The files in `boards/native64` are more or less dummy files and just include
the `boards/native` logic (similar to `openlabs-kw41z-mini-256kib`).
The main logic for native is in `makefiles/arch/native.inc.mk`, `cpu/native`
and `boards/native`.

The remaining changes concern the build system, and change native board checks
to native CPU checks to cover both boards.

sys/tiny_strerror: add tiny strerror() implementation
`tiny_strerror()` is a drop-in replacement for `strerror()`, but
instead of a long help message it returns the much shorter macro name
matching the given number.

The (pseudo-)module `tiny_strerror_as_strerror` can be used to
replace all calls to `strerror()` with calls to `tiny_strerror()`.

2284f87fdb sys/shell: add module shell_lock
Module to lock the running shell with a password. Shell is proceeded only
when the valid password was entered by the user. After 3 failed attempts,
the input is blocked for a few seconds to slow down brute force attacks.
Does not make use of any cryptographic features yet.

sys/malloc_thread_safe: split out of cpu/atmega_common
Split out Gunar Schorcht's clever approach to provide thread safe malloc for
AVR into a system module and make AVR depend on this. This allows other
platforms to also use this.

ff3bee24b9 picolibc: Provide integration into the build system [v3]
Support for picolibc as alternative libc implementation is added with
this commit. For now only cortex-m CPU's are supported.

Enable via PICOLIBC=1

sys/Makefile.include: check for newlib_nano instead of USE_NANO_SPECS
Check for the usage of `newlib_nano` module instead of the
`USE_NANO_SPECS` variable.

This allows also benefiting from the `printf_float` and `scanf_float`
behaviour on `arm7` and `riscv` cpus.

7fc3207043 sys: add pseudomodule scanf_float
To read float number from stdin, add "-u scanf_float"
option to the linker.
This option is setup using a pseudomodule as it is already done for
printf_float.
Just add to your Makefile:
USEMODULE += scanf_float
